Purpose: First-year matching funds for a two-year $0.8 million USACE feasibility study for beach sand replenishment at city and state-owned beaches experiencing severe erosion.

City of Encinitas (Beach and Wetland Restoration Project)

State DBW Grant: $400,000

Fed. Funds: $350,000

Purpose: First year matching funds for a three-year $1.6 million USACE feasibility study of beach sand replenishment and wetlands restoration. Study will be combined with Solana Beach feasibility study.

City of Huntington Beach (Beach and Bluff Restoration Project)

State DBW Grant: $255,250

Fed. Funds: $211,000

Purpose: Second year matching funds for three-year $1.02 million USACE feasibility study for beach restoration along the Huntington Beach Bluffs area, where public parking, coastal access and the Pacific Coast Highway is threatened by severe beach and bluff erosion.

City of Imperial Beach (Beach Restoration Project)

State DBW Grant: $200,000

Fed. Funds: $To be awarded in FY 02

Purpose: Matching funds for the planning, engineering and construction costs of a USACE beach sand replenishment project.

City of Long Beach (Beach Restoration Project)

State DBW Grant: $100,000

Fed. Funds: $250,000

Purpose: First-year matching funds for a two-year $0.8 million USACE feasibility study for restoring Peninsula Beach.

Need FY 01-02 Fed Funds: $150,000

 

City of San Clemente (Beach Restoration Project)

State DBW Grant: $425,000

Fed. Funds: $175,000

 

Purpose: First year matching funds for a three-year $1.7 million USACE feasibility study of beach sand replenishment. Beach erosion is threatening the north/south railroad corridor connecting LA and San Diego, coastal access, recreation sites, local businesses, habitat and public infrastructure.

City/County of San Francisco (Beach Restoration Project)

State DBW Grant: $1,000,000

Federal Funds: $ To be awarded in FY 02

Purpose: First year matching funds for a $15 million USACE multi-year beach replenishment project at Ocean Beach (south of Sloat Ave.) to counteract severe erosion and a provide buffer for parking lots, Great Highway and a storm water storage box. A city sewage treatment plant on the east side of the highway is also at risk.

City of Seal Beach (Surfside-Sunset Alternatives Study)

State DBW Grant: $113,750

Fed. Funds: $150,000

Purpose: First year matching funds for a three-year $2.5 million USACE feasibility study for alternatives to increase the interval between cycles of sand nourishment projects at Surfside – Sunset.

City of Solana Beach (Beach and Wetland Restoration Project)

State DBW Grant: $400,000

Fed. Funds: $350,000

Purpose: First year matching funds for a three-year $1.6 million USACE feasibility study of beach sand replenishment and wetlands restoration. Study will be combined with Encinitas feasibility study.

County of Los Angeles (Coast of Los Angeles County Study)

State DBW Grant: $500,000

Fed. Funds: $500,000

Purpose: First year matching funds for a five-year, $5.2 million USACE Coast of California Study for Los Angeles County. The study will provide baseline data for future shoreline and coastal zone projects in the Los Angeles region.

County of Orange (Beach Restoration Project)

State DBW Grant: $3,850,000

Fed. Funds: $4,200,000

Purpose: One-time matching funds to construct Stage 11 of a $12.5 million USACE beach sand replenishment project at Surfside-Sunset in the city of Seal Beach.

SANDAG Regional Beach Restoration Project

State DBW Grant: $1,236,500

Fed. Funds: $0

Purpose: Final matching funds for a $15 million Regional Beach Sand Project undertaken by the San Diego Association of Governments and member cities and San Diego County. The FY 00-01 grant is for environmental studies and monitoring required by permits issued by state and federal resource agencies.

 

Southern California Beach Processes Study

State DBW Grant: $500,000

Fed. Funds: $1,000,000

 

Purpose: First year matching funds for a five-year study, conducted by Scripps Institution of Oceanography with the USACE, to measure the affects of waves on sediment transport and to calibrate an east coast sediment transport model to the west coast wave regime. This study reflects the Governor’s budget message concerning priority funding for research to evaluate actions that would prevent beach erosion.

2. Projects/Studies Funded by State (no federal matching funds)

BEACON (Beach Restoration Project)

State DBW Grant: $650,000

One-time funds for a cooperative project between DBW and Waterways, California Coastal Conservancy and BEACON to restore Goleta County Beach with 250,000 cubic yards of sand. A popular coastal access site with exceptional amenities, the park has experienced severe erosion in recent years, threatening park infrastructure and public access.

 

City of Newport Beach (Beach Restoration Project)

State DBW Grant: $40,000

Purpose: Feasibility study costs for Balboa Island Beach Restoration Project. City wants to restore a sandy beach, adding a 10 to 15 foot sand berm, along the southern one-half mile stretch of Balboa Island.

 

City of Port Hueneme (Dune and Habitat Restoration Project)

State DBW Grant: $129,500

Purpose: One-time funds for habitat restoration and stabilization of back beach with revegetation and landscaping, which will also reduce sand loss from wind erosion.

 

B. Summary of Grant Money Needed in FY 01-02 for New Projects/Studies

Counties of Ventura/Santa Barbara (Coast of Ventura/Santa Barbara Counties Study)

Purpose: First year matching funds for a three-year $2.5 million regional study of the coastal sediment transport system in Ventura and Santa Barbara Counties. The survey of Ventura County beaches and modeling of sediment transport will assist with the proposed removal of Matilija Dam.

California Coastal Sediment Management Plan

Fed. Funds FY 00-01: $95,000

Purpose: First year matching funds for a USACE/Resources Agency cooperative study requested by coastal cities and counties through their advocacy group, the California Coastal Coalition. The study has been discussed by the Coastal Sediment Management Workgroup (CSMW), created by the Resources Agency and the USACE in 1999. The concept would be to develop a sediment management plan encompassing the entire California coastline to maintain and restore the health of California's beaches and shoreline. The intent is to provide sufficient information for decision makers to develop policies and/or execute management sub-plans, incorporating beaches, wetlands and watersheds.

Ventura Harbor Sand Bypass and Regional Beneficial Reuse (Navigation and Beach Restoration Projects)

Fed. Funds FY 00-01: $450,000

Purpose: Second year matching funds for a three-year $2.2 million USACE study to bypass sand trapped upcoast and adjacent to Ventura Harbor’s north jetty, for the purpose of providing navigation benefits to the harbor and regional beach nourishment utilizing the bypassed sand.
