ENCINITAS -- The City Council on Wednesday ordered its Parks and Recreation Department staff to draft regulations governing commercial activities such as surf camps on city beaches. The vote was 5-0.
Guidelines and fees for surf camps exist at state beaches and in Del Mar and Solana Beach, but no such regulations exist in Encinitas. That has led to an increase of surf camps in Encinitas, according to a staff report, which says about 14 of them advertise and operate on the city's beaches.
"I was astounded at how much of the beach was taken up by surf camps," Councilwoman Maggie Houlihan said. "It becomes very unfriendly for other folks who want to use the beach."
Mayor Jerome Stocks said the issue deserved study.
"I have had a couple of e-mails and calls from people who were really concerned we were going to regulate them right out of business," he said.
