City limits ground-floor space downtown

ENCINITAS ---- The Encinitas City Council adopted an ordinance Wednesday night limiting ground-floor uses along nine blocks of South Coast Highway 101 to retail and what it called pedestrian-friendly services.

The 3-1 vote came early in the evening. Councilman Dan Dalager recused himself from the discussion because he owns property in the downtown area.

Mayor Jerome Stocks voiced the lone dissent.
