AB
70 (Jones) - Makes cities and counties partially liable
for flood damage if they approved new development on
floodplains [Governor]
AB 258 (Krekorian) - Establishes a plastic debris
eradication program to reduce the amount of preproduction
plastics entering the marine environment by SWRCB. RWQCBs to
implement a program to control discharges of preproduction
plastic by January 1, 2009. [Governor]
AB 424 (Gaines) - Requires DFG, before approving a
wetlands mitigation bank (WMB), to send a notice to any cities
and counties affected by the WMB site and, conversely,
requires a local agency to notify DFG of the local agency's
approval of a proposed zoning ordinance or other land use
change that may affect wetlands habitat located in the local
agency's jurisdiction [Bill was gutted to deal w/tax credits.]
AB 548 (Levine) - Requires owners of apartment houses
with five or more units to provide recycling bins for
residents [Governor]
AB 740 (Laird) - Expands the marine invasive species
program, administered by the State Lands Commission (SLC), by
requiring specified in-water cleaning and record keeping for
vessels that visit a California port or place, and requires
SLC to develop regulations governing the management of hull
fouling on vessels by January 1, 2012 [Governor]
AB 820 (Karnette) - Bans expanded polystyrene food
packaging in government facilities [Died - Assembly
Appropriations]
AB 821 (Nava) - Requires the use of non-lead ammunition
to protect California Condor [Governor]
AB 828 (Ruskin) - Requires the WCB and DFG to study and
identify the state's critical wildlife corridors and natural
habitat lands. [Governor]
AB 904 (Feurer) - Enacts the Plastic and Marine Debris
Reduction, Recycling, and Composting Act which would prohibit
a food provider from distributing disposable food service
packaging to a consumer, unless the food service packaging is
either compostable packaging or recyclable packaging, and
imposes penalties and fines that would be deposited in a
Marine Debris Reduction Account [Two-Year Bill]
AB 923 (Wolk) - Directs DFG to implement California's
Wildlife Action Plan and require that implementation include
broad stakeholder involvement to assist in the prioritization
process and ensure support for DFG's work. [Died - Senate
Appropriations]
AB 938 (Calderon) - Allows cities, counties, and
special districts that provide water, sanitation, or refuse
collection services to impose user-based or regulatory fees to
construct, operate, and maintain facilities that divert,
intercept, or collect surface runoff, treat pollutants, and
return the water to water bodies [Died - Senate Environmental
Quality]
AB 1032 (Wolk) - Closes or restricts suction dredge
gold mining on specified salmon spawning and wild trout
streams for up to three years, or until DFG completes a
court-ordered environmental review and updates its suction
dredge regulations. [Governor]
AB 1056 (Leno) - Authorizes the Ocean Protection
Council (OPC) to establish a science advisory team and deletes
a requirement that the Coastal Conservancy approve OPC
expenditures [Governor]
AB 1066 (Laird) - Requires a local coastal government
and those lying within the San Francisco Bay to, beginning on
January 1, 2009, consider the impacts of sea-level rise when
amending its general plan [Died - Senate Appropriations]
AB 1280 (Laird) - Allows the Ocean Protection Council
to issue grants and loans to DFG and the fishing industry to
develop and ultimately implement sustainable fishery
management plans (FMPs). [Governor]
AB 1338 (Huffman) - Requires a local coastal government
to include a non-point source (NPS) pollution prevention
element in its Local Coastal Program (LCP) when adopting or
amending an LCP for approval by the California Coastal
Commission [Two-year bill, but similar bill (SB 1916) died
2001]
AB 1420 (Laird) - Conditions bond monies and other
state funds to urban water suppliers for water management on
implementation of water conservation measures. [Governor]
AB 1489 (Huffman) - Proposes a broad array of policies
to address the expenditure of bond funding for water programs
approved in Prop 84 [Two-Year Bill]
SB 5 (Machado) - Requires developers of homes in flood
hazard zones to notify buyers of flood risk; allows local
jurisdictions to prepare flood protection plans, provided they
include elements specified in the bills and are consistent
with the state plan; and requires DWR to prepare a Central
Valley Flood Protection Plan. [Governor]
SB 187 (Ducheny) - Provides funds from Prop 84 for
Salton Sea restoration [Two- Year Bill]
SB 220 (Corbett) - Improves oversight and regulation of
bottled and vended water. Increases inspection, labeling and
consumer right to know requirements. [Governor]
SB 412 (Simitian) - Requires the state Energy
Commission to assess whether the state needs to import
liquefied natural gas [Died - Assembly Appropriations]
SB 562 (Wiggins) - Appropriates $5.3 million in Prop 84
funds to the Department of Fish and Game for the purposes of
coastal salmon and steelhead fishery restoration projects.
[Two-year bill, but might be taken up during special session]
SB 732 (Steinberg) - Establishes a Sustainable
Communities Council to coordinate the activities of various
state agencies that aim to improve air and water quality,
natural resource protection, affordable housing, and
transportation concerning bond funds. [Two-Year Bill]
SB 862 (Kuehl) - Reforms state water planning and
reporting: establishes sanctions for failure to report on
water diversion or use; requires the California Water Plan,
after 2013, to report on the amount of energy produced and
used under different water management strategies; changes
requirements of urban water management plans; requires every
agricultural water supplier to adopt an agricultural water
management plan. [Governor]
SB 898 (Simitian) - Addresses derelict fishing gear and
expands recycling labeling to bioplastics [Gutted to deal with
voluntary contributions on personal income tax returns]
SB 899 (Simitian) - Bans the use of toxic compounds in
plastic packaging and ban the use of plastic and polystyrene
food packaging products [Two-Year Bill]
SB 974 (Lowenthal) - Imposes a $30 fee on each shipping
container processed at the Ports of Los Angeles, Long Beach,
and Oakland to fund congestion management and air quality
improvement projects related to the ports [Died - Assembly
Appropriations]
SB 1002 (Perata) - Appropriates $611 million from
Proposition 1E and Proposition 84 for water-related projects,
with an emphasis on the Sacramento-San Joaquin Delta,
including Delta emergency preparedness, seismic safety of
flood control facilities, stormwater flood management,
improvements to small community drinking water infrastructure,
and planning and feasibility studies for surface storage,
reducing ecosystem conflicts in the Delta, and maximizing
existing facility efficiencies. [Governor]
SB 1021 (Padilla) - Authorizes the use of $15 million
in CRV deposit funds for grants to local governments or NGOs
to expand recycling of beverage containers by placing
receptacles in multifamily residences [Governor]
SCA 12 (Torlakson) - Exempts property-related fees and
charges for stormwater and surface water drainage from the
requirements for either a majority vote of affected property
owners or a 2/3rds vote of the electorate [Two-Year Bill]
