California Clean Water, Clean Air, Safe
Neighborhood Parks, and Coastal Protection Act of 2002
(Proposition 40)

In the
primary election of March 2002, voters passed Prop 40, a $2.6
billion bond act that provided funds for a variety of programs
related to water quality, coastal resources, and
historical/cultural programs. The information below is not
intended to be a complete summary of Prop 40 funding that is
or could be available. Our analysis only highlights what is
available funding for water quality and coastal resources.
For FY
02-03, funding from Prop 40 was appropriated through
legislation and the budget process. The FY 03-04 budget,
proposed in early January by Governor Davis, would appropriate
additional Prop 40 funds. We will update this information as
legislation seeking to appropriate Prop 40 funds is introduced
this session.

1. FY 02-03 FUNDING

This bill appropriated $221.4 million in Prop 40
funds to the State Water Resources Control Board (Water
Board) and the State Coastal Conservancy (Coastal
Conservancy) as follows:

solicited by the Water Board last October)*
