Neighborhood Parks, and Coastal Protection Act of 2002
(Proposition 40)


In the primary election of March 2002, voters passed Prop 40, a $2.6 billion bond act that provided funds for a variety of programs related to water quality, coastal resources, and historical/cultural programs. The information below is not intended to be a complete summary of Prop 40 funding that is or could be available. Our analysis only highlights what is available funding for water quality and coastal resources.

For FY 02-03, funding from Prop 40 was appropriated through legislation and the budget process. The FY 03-04 budget, proposed in early January by Governor Davis, would appropriate additional Prop 40 funds. We will update this information as legislation seeking to appropriate Prop 40 funds is introduced this session.
 
1. FY 02-03 FUNDING
a.  Watershed, Clean Beaches, and Water Quality Act (AB 2534 - Pavely/Kakano)


This bill appropriated $221.4 million in Prop 40 funds to the State Water Resources Control Board (Water Board) and the State Coastal Conservancy (Coastal Conservancy) as follows:
 

•   Clean Beaches Program - $46 million (Water Board) (Grants were solicited by the Water Board last October)* 
 
•   Small Community Wastewater Grant Program - $15 million (Water Board) 
 
•   Urban Storm Water Grant Program - $15 million (Water Board)
 
•   Nonpoint Source Pollution Control Program - $20 million (Water Board)
 
•   Agricultural Water Quality Grant Program - $12 million (Water Board) 
 
•   Integrated Watershed Management Programs - $57 million (Water Board) (includes $7 million for monitoring, collection and analysis of groundwater and surface water)
 
•   Small Community Groundwater Grant Program - $10 million (Water Board)
 
•   Watershed Restoration Projects - $46.4 million (Coastal Conservancy) (includes $7 million for equipment to monitor and map areas of contamination in coastal waters from CalCoast bill AB 1925 - Nakano) 
   
b. FY 02-03 State Budget Highlights - Prop 40 (Coastal and water related projects only)
 
•   Coastal Conservancy - $140 million (general programs) 
 
•   Water Board - $1.2 million
 
•   Resources Agency - $65.5 million ($8 million for river parkways)
 
•   Department of Parks and Recreation - $334 million (includes $173 million for local parks and $161 million appropriated for cultural/historical resources by AB 711 – Firebaugh)
 
•   Department of Fish and Game - $8 million 
 
•   California Conservation Corps - $4.7 million
 
•   Wildlife Conservation Board - $300 million
 
•   Santa Monica Mountains Conservancy - $12.2 million
 
•   San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy - $18.5 million

 

2FY 03-04 STATE BUDGET PROPOSAL HIGHLIGHTS - Prop 40 (Coastal and water related projects only)
•   Coastal Conservancy - $26 million (includes $4 million for Watershed Restoration Projects - see AB 2534)
 
•   Water Board - $2.3 million (much more funding will come from Prop 50)
 
•   Department of Water Resources - $4.6 million (urban streams restoration)
 
•   Resources Agency - $7.9 million (for river parkways)
 
•   Department of Parks and Recreation - $593 million
 
•   Department of Fish and Game - $8 million
 
•   California Conservation Corps - $5.2 million
 
•   Wildlife Conservation Board - $17 million
 
•   Santa Monica Mountains Conservancy - $12.2 million
 
•   San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy - $13 million
